FACE TO FACE TRAINING

Introduction      

The need for an efficient and effective records management system cannot be overemphasized; it is an issue that cuts across all areas of public sector management, administration, legal and judicial reforms. It underpins the planning and budgeting process and provides the basis for accountability. Well kept records and well functioning records management systems are also important for effective delivery of services to citizens in all areas of public services; since it facilitates the decision making process and forms an essential component of the operational environment required for the execution of effective policies and programmes. Furthermore, it should be understood that records are necessary for growth, efficiency and successful operation of any organisation/office. It is from records that an organisation/office gets information that will assist to achieve its objectives, monitor the performance of its operations, identify past and emerging problems (and have possible solutions in place), improve the quality of performance and hence productivity.

 

PURPOSE OF THE WORKSHOP

The workshop will address the entire spectrum of basic principles and practices of records keeping and records management throughout the record lifecycle in both paper and electronic records management. The programme is also aimed at imparting working knowledge, professional skill, practical experience and increased awareness of the importance, range and scope of records and information management to all participants. Skills in analysing, designing and maintaining efficient records management programme with special emphasis on the improving organisational service delivery will be developed.

 

 

Training Methodology

The training method will be highly participative with group discussions and case studies where by experiences from the participants will be drawn. In addition participants will have opportunity to visit and witness the most successful organisation to learn the best practices. Participants will also have an opportunity to effectively identify the contending weaknesses of their registries and practically try to propose solutions for improvement. Each participants will prepare a workable action plan in reflection to the lesson learn and Ideal situation in their respective offices.

 

 

Target group

This workshop is suitable for all Records Supervisors and Custodians whose duty is to create, use and maintaining organisational records/Information such as Records Management Assistants/Officers, Human Resource Officers, IT experts, Executive Assistants and Administrative Officers.

 

Proposed duration

This is a one week (five days) workshop which will be intensively conducted in three session with maximum of two hours in each session per day. One day will be spent on the study visit to an office which practices good records management systems.

Description

Utility tariff for public services affects the welfare of communities, resource allocation, as well as the financial performances of public utilities. One objective of utility tariff setting is to ensure that tariff obtains adequate revenue for the public utility to meet its financial obligations including operations and maintenance costs, debt service, protect the interests of consumers, taxes, and returns on equity. Given that tariffs setting and computations involves the complex and diverse variables such as Acts and Regulations, Principles and other economic factors, this workshop has  been designed  to Board Members. It aims at refreshing participants to  share principles and practice in examining  pricing structure for promoting investments processing and transmissions, distribution tariffs, but take into account the rights of the consumers.

Learning Outcomes

At the end of the sessions, participants will be able to answer these questions

· How does Energy and Water Utilities Regulatory Authority Acts (Cap 414) and its Regulations and Petroleum Acts Cap 392 for Pricing Control facilitate price settings ?

· What are general principles and factors of setting tariffs rates in Tanzania

· How to conduct price reviews, end customer tariff calculation  and its  rate structures from  a utility’s perspective

· What are options for improving affordability and reducing subsidies; categorizing costs: customer costs, volumetric and demand/capacity costs in Water, Gas and Petroleum

· What are common challenges and best practices in utility (electricity, water and gas) tariffs rates and pricing and innovative ideas for addressing them.

Background
